Work flow
1. Actual entry clearance:
(1) Advance declaration transit mode: fill in the list of entry goods record → handle transit transport declaration procedures → handled transit transport procedures by the port customs → audited by audit center → received the order and audited by the competent customs → access control inspection → transit contact work card and document release issued by write-off port customs → physically release → customs clearance and charge back
(2) Straight-through type of transit mode: handled straight-through type of transit transport declaration procedures by the port customs → fill in the list of entry goods record → audited by audit center → received the order and audited by the competent customs → access control inspection → transit contact work card and document release issued by write-off port customs → physically release → customs clearance and charge back
2. Actual exit clearance:
Fill in the list of exit goods record → audited by audit center → received the order and audited by the competent customs → access control inspection → audit the electronic data for transit, issue transit contact work card to port customs, make customs cover, close the road for the vehicles under supervision → physically release → goods leave the country from shore →customs clearance and charge back
3. Clearance of domestic goods entering the area:
The company within the area should fill in the list of entry goods for record, and the company outside the area should fill in the export declaration → audited by audit center → received the order and audited by the competent customs → access control inspection and release →customs clearance and charge back
4. Domestic sales of goods in area (including the domestic sales of leftover material):
The company within the area should fill in the list of exit goods for record, and the company outside the area should fill in the import declaration → audited by audit center → received the order and audited by the competent customs → print the tax receipt → the company outside the area should pay the tax → access control inspection and release →customs clearance and charge back
Documents required
Customs declaration, import and export license, business and transport documents such as bills of lading, waybill, commercial invoice, packing list, and order contract that is necessary for customs inspection; Certificate of Origin and other relevant documents or information; approval documents for under bond, reduction or exemption of tax, such as Processing Trade Manual and Tax Exemption Certification for Import and Export Goods; as well as other documents that customs considers as required.
